Spring or fall. Here is lots of good info for you:

Reply:Either spring or fall is the perfect time to plant a Rose of Sharon shrub. If you are going to pick this fall, make sure you plant it near Labor Day and water it well. You will want to plant it at this time so that the roots have some time to adjust and grow a bit before the first frost hits. (I also live in Zone 5 and know that frost can come well before Halloween!)

If you decide to wait until spring, my rule of thumb is to wait until Memorial Day at the end of May. It can be hard to wait that long to plant, but because we are in Zone 5 a hard frost can sneak in before Memorial Day, and then all your time and money is lost.
Reply:Since you are in Zone 5 your temps are probably already starting to drop so I would say that it would be okay to plant it now without having to worry about heat shock. Besides, they are very hardy. I have five of them still in their original pots in 100 degree weather for the past two weeks because I haven't had time to plant them and they are fine.
