Rose bushes have been ruined this year?

I have various rose bushes in the front garden, and each year they bloom wonderfully.

This year I have no leaves or flowers. It looks like they have tried to bud, but just appear as tussles of green, almost spikes.

These are the leaves.

The actual stems look healthy and green. Any idea what this could be. Apologies if the description is not great.

Rose bushes have been ruined this year?
There are no insects in UK that can strip a rose of it's foliage. I agree with Biscuit, the warm early April weather, followed by very cold spells put a lot of plants back a few weeks. If the stems are green it'll grow, roses are one of the hardiest buggers about.

Make sure you have given them their spring feed, hoed in around the base, and spray for black spot and aphids. they should be fine.
Reply:Check for little half-inch long green caterpillars on the stems. They are well camouflaged and quite tricky to spot, but they love to eat rose leaves and when you have no leaves you will have no flowers. I was having the same problem this year and treated them with Bt (biological control for caterpillars)
Reply:If you are UK..that late April snow and frost set them back..took off the new growth where I live. Cut back just above the new shoots. We don't have many bugs that eat roses...apart from black fly and they aren't about yet.
Reply:Have you top dressed them %26amp; watered them, as well as a general feed?

These sound like blind buds?
Reply:try cutting it hard back.its not to late.new shoots will start quite soon. check for insects though.
